چکیده
در کشورهای شبه سوسیالیسی که فرهنگستان نهادی کاملاً دولتی است، محوریت حکمرانی علمی در دست این نهاد است. روسیه از جمله این کشورها به‌شمار می‌روند در کشورهای سرمایداری چون انگلستان که بخش‌هایی از نظام علم در دست دولت‌هاست نیز فرهنگستان‌ها علی‌الخصوص در بخش دولتی نظام علم سیاست‌های اساسی علمی را دنبال می‌کنند. حال سؤال اصلی مقاله این است که چه تفاوت و شباهت‌هایی بین فرهنگستان‌های روسیه و انگلیس وجود دارد؟ مطالعه به روش توصیفی –تحلیلی و با اسناد کتابخانه‌ای گردآوری شده است. طبق یافته‌ها فرهنگستان علوم روسیه به دلیل تاریخچه طولانی و بر اساس علوم پایه و مهندسی، بیشتر بر اساس بنیادهای تحقیقاتی انجام می‌شود، در حالی که فرهنگستان علوم انگلیس به دلیل شبکه‌های مختلف از دانشگاه‌ها و مؤسسات علوم تحقیقاتی، بر روی نوآوری و کاربردهای عملی در صنایع مختلف است. شباهت‌های این دو فرهنگ شامل نقش کلیدی در پیشبرد علم و فناوری در خود، همکاری‌های بین‌المللی، و تلاش برای تربیت نسل‌های ایجاد شده از پژوهشگران و پژوهشگران است. هر دو فرهنگستان به عنوان مراکز علمی برجسته، به توسعه تحقیقات پیشرفته و ارتقاء سطح دانش

Abstract
In semi-socialist countries where academies are entirely state-run institutions, the central authority of scientific governance lies with these bodies. Russia is among these countries. In capitalist countries like England, where parts of the scientific system are state-controlled, academies, particularly within the public sector, also follow fundamental scientific policies. The main question of this article is: What are the differences and similarities between the academies of Russia and England? The study was conducted using a descriptive-analytical method and library documents. According to the findings, the Russian Academy of Sciences, due to its long history and focus on basic sciences and engineering, primarily engages in foundational research. In contrast, the English Academy of Sciences, owing to its extensive network of universities and research institutions, emphasizes innovation and practical applications in various industries. The similarities between these two academies include their key role in advancing science and technology in their respective countries, international collaborations, and efforts to train new generations of scientists and researchers. Both academies, as prominent scientific centers, contribute to the development of advanced research and the enhancement of knowledge levels.
