شهرهای خواهرخوانده: اهمیت و کارایی

شهرها در عصر جهانی‌شدن، تنها موجودیت‌های جغرافیایی نیستند؛ آن‌ها بازیگران فعال در عرصه بین‌الملل‌اند که می‌توانند بر اقتصاد، فرهنگ و تعاملات اجتماعی تأثیرگذار باشند. یکی از مهم‌ترین سازوکارهای عملی برای تحقق این نقش، برنامه‌های خواهرخواندگی یا شهرهای دوقلو است که امکان تبادل تجربه، دانش، فرهنگ و همکاری‌های اقتصادی میان شهرها را فراهم می‌کنند. این پژوهش به بررسی این پرسش اصلی که اهمیت و کارایی خواهرخواندگی شهرها چیست؟ می‌پردازد و با استفاده از روش تحلیل اسنادی، شواهد تجربی و بررسی نمونه‌های بین‌المللی و داخلی، نشان می‌دهد که چنین روابطی فراتر از جنبه نمادین، ظرفیت‌های واقعی برای تقویت دیپلماسی شهری، توسعه پایدار و شبکه‌سازی فرامرزی ایجاد می‌کنند. یافته‌ها تأکید دارند که موفقیت این برنامه‌ها وابسته به تعریف اهداف روشن، مشارکت فعال نهادهای شهری و توجه به تفاوت‌های فرهنگی است. در نتیجه، خواهرخواندگی شهری ابزاری استراتژیک و عملی برای ارتقای همکاری‌های بین‌المللی و توسعه شهری محسوب می‌شود.

Sister Cities: Significance and Effectiveness

Abstract

In the era of globalization, cities are not merely geographical entities; they are active actors in the international arena, capable of influencing economic, cultural, and social interactions. One of the most important practical mechanisms to realize this role is the sister city or twin city programs, which enable the exchange of experience, knowledge, culture, and economic cooperation among cities. This study addresses the central research question: *What is the importance and effectiveness of sister city relationships?* Using a document analysis approach, empirical evidence, and examination of both international and domestic case studies, the research demonstrates that these relationships, beyond their symbolic aspects, create tangible capacities for strengthening urban diplomacy, sustainable development, and cross-border networking. Findings emphasize that the success of such programs depends on clearly defined objectives, active participation of urban institutions, and attention to cultural differences. Consequently, sister city partnerships serve as a strategic and practical tool for enhancing international cooperation and urban development.
