عوامل همگرایی و واگرایی در روابط ایالات‌متحده و اتحادیه اروپا « 2020 - 2008 »

همگرایی و واگرایی یکی از موضوعات موردبحث در عرصه روابط بین‌الملل است، در این میان اتخاذ سیاست‌های امنیتی و دفاعی ایالات‌متحده آمریکا در قبال اتحادیه اروپا در دوره اوباما و ترامپ در سال‌های 2008-2020 زمینه را برای همگرایی و واگرایی میان دو واحد سیاسی فراهم کرده است. امنیت متقابل، مشخصات فرهنگی و هم‌افزایی اقتصادی از مهم‌ترین مؤلفه‌های کلیدی همگرایی ایالات‌متحده و اتحادیه اروپا است. در مقابل، تلاش روسیه برای نزدیکی به نواحی شرقی اتحادیه اروپا و تضعیف اتحاد فرا آتلانتیکی، مهم‌ترین عامل واگرایی میان ایالات‌متحده و اتحادیه اروپا است. عوامل فوق این سؤال را مطرح می‌کند که عوامل همگرایی و واگرایی در روابط سیاسی-امنیتی ایالات‌متحده و اتحادیه اروپا (2008 تا 2020) چیست؟ در پاسخ به این سؤال این فرضیه مطرح شد که از سال ٢٠٠٨ تاکنون شاهد همگرایی در روابط آمریکا و اتحادیه اروپا در حوزه‌های مختلفی همچون حقوق بشر، تروریسم، ایران و تأکید بر پیمان فرااتلانتیک گرایی و واگرایی با تأکید بر به خطر افتادن هژمونی آمریکا، ناشی از همگرایی روسیه با اتحادیه اروپا هستیم.

Abstract

Convergence and divergence is one of the topics of discussion in the field of international relations. . Mutual security, cultural characteristics and economic cohesion are key components of the convergence of the United States and the European Union. In contrast, Russia's efforts to move closer to the EU's eastern regions and weaken the transatlantic alliance are the main cause of divergence between the United States and the European Union. The above factors raise the question of what are the factors of convergence and divergence in the political-security relations of the United States and the European Union (2008-2020)? In response to this question, it was hypothesized that since 9 years, there has been a convergence in US-EU relations in various areas such as human rights, terrorism, Iran and the emphasis on the transatlantic pact and divergence with emphasis on endangering US hegemony. We are in favor of Russia's convergence with the European Union
