وابستگی متقابل پیچیده الگوی رابطه مصر و اسرائیل در دوران السیسی

رابطه مصر و اسرائیل در طول دهه‌های گذشته با فراز و نشیب‌های زیادی همراه بوده است. این دو تا اواخر دهه 1970 همیشه در حال نزاع و جنگ بودند و تقابل خط سیر مناسبات میان قاره و تل‌آویو را مشخص می‌کرد؛ اما بعد از امضاء پیمان کمپ دیوید، مسیر تعامل و همکاری میان مصر و رژیم اسرائیل هموار شد. بعد از شروع قیام‌های مردمی در شمال آفریقا و سقوط حکومت حسنی مبارک روابط مصر و اسرائیل رو به سردی گرایید، گرچه این مناسبات مسالمت‌آمیز بود؛ اما در سال 2013 مصر بار دیگر دستخوش تغییر حکومت شد و نظامیان به رهبری عبدالفتاح السیسی قدرت را در این کشور به دست گرفتند. این مقاله باهدف پاسخ به این سؤال که رابطه مصر و رژیم اسرائیل در دوران السیسی چگونه بوده است و از چه الگویی پیروی می‌کند، مناسبات میان دو طرف را بررسی می‌کند. برای پاسخ به این سؤال، از نظریه وابستگی متقابل پیچیده بهره گرفته‌شده است. بر اساس این نظریه، بعد از به قدرت رسیدن السیسی، رژیم اسرائیل و مصر دارای منافع و نیازهای مشترکی مانند تأمین امنیت در صحرای سینا، کنترل باریکه غزه، استخراج و صدور گاز، مقابله با گروه‌های اسلام‌گرا و تبادلات اقتصادی و گردشگری هستند؛ بنابراین عوامل موجب گسترش و تشدید همکاری‌ها میان تل‌آویو و قاره شده است، به‌نحوی‌که باوجود مخالفت بیشتر مردم مصر که خواستار حل مسئله فلسطین هستند، دو طرف به شریکی استراتژیک در خاورمیانه تبدیل‌شده‌اند.

Abstract

The relationship between Egypt and Israel has been accompanied by many ups and downs during the past decades. The two were always at war until the late 1970s, and the confrontation marked the course of relations between the continent and Tel Aviv. But after the signing of the Camp David Agreement, the path of interaction and cooperation between Egypt and the Israeli regime was paved. After the popular uprisings in North Africa and the fall of Hosni Mubarak's government, relations between Egypt and Israel turned cold, although these relations were peaceful. But in 2013, Egypt once again underwent a change of government and the military led by Abdel Fattah al-Sisi took power in this country. This article examines the relations between the two sides with the aim of answering the question of how was the relationship between Egypt and the Israeli regime during the Al-Sisi era and what pattern does it follow. To answer this question, the theory of complex interdependence has been used. According to this theory, after Al-Sisi came to power, the Israeli and Egyptian regimes have common interests and needs, such as providing security in the Sinai desert, controlling the Gaza strip, extracting and exporting gas, confronting Islamist groups, and economic and tourism exchanges. Therefore, factors have led to the expansion and intensification of cooperation between Tel Aviv and the continent, in such a way that despite the opposition of most of the Egyptian people who want to solve the Palestinian issue, the two sides have become a strategic partner in the Middle East.
